    ABSTRACT: Issue 3 of GR-2967, ISDN Basic Rate Interface (BRI): E9-1-1 Tandem/End Office to ISDN PSAP Interface, replaces Issue 2.

    Current wireline and wireless telecommunications industry growth, along with increasing demands on E9-1-1 service, have pushed the analog signaling protocol and some E9-1-1 tandem capabilities to their limits. Support for using the full 10 digits of the calling station's number at the E9-1-1 tandem and on the E9-1-1 tandem to the Public Safety Answering Point (PSAP) interface is required in order for E9-1-1 service to continue to work effectively. This requirement and other needs created by industry factors are the focus of this generic requirements document. One approach is to expand the existing MF interface between the E9-1-1 tandem and PSAP to accommodate these needs, as described in GR-2953.

    This GR provides requirements for providing equivalent functionality via an ISDN BRI interface to the PSAP. GR-2967 also provides generic requirements to support an Advanced Intelligent Network (AIN) based E9-1-1 service architecture for an End office serving an ISDN PSAP. Using an AIN based architecture, it is possible to move the selective routing functionality, and access to the customer data that currently resides in the Automatic Location Identification (ALI) database, to a single network database or service Control Point (SCP). This SCP could be queried by an end office or tandem switch that supports Service Switching Point (SSP) functionality to obtain routing information for a E9-1-1 call. An AIN-based architecture could also be used to support enhancements to existing E9-1-1 functionality brought about by a changing regulatory environment.

    Several major industry factors that require the enhancement of the E9-1-1 signaling interface between the E9-1-1 tandem and the PSAP are described briefly. Generic requirements for the interface to the PSAP are provided, including interaction of the PSAP's Customer Premises Equipment (CPE) with the E9-1-1 tandem as a network element, and some interworking of signaling. Please refer to GR-2953, and GR-2956 for the generic requirements that define the interfaces necessary for E9-1-1 calls arriving at the E9-1-1 tandem from various signaling and architectural alternatives, additional signaling interworking requirements, and the selective routing functionality of the E9-1-1 tandem.

    This document also addresses generic requirements for an end office serving a PSAP in an AIN-based architecture to support an ISDN BRI PSAP in providing E9-1-1 Service. These requirements are intended to propose a mechanism for using intelligent network concepts and functionality to support current and future E9-1-1 service needs and capabilities. Please refer to GR-2956 for the generic requirements that define the interfaces necessary for E9-1-1 calls arriving over SS7 trunks at the end office, and GR-3017 for generic requirements describing the signaling and procedures necessary to support AIN implementations.

    Issue 3 of GR-2967 includes generic requirements to support an end office serving an ISDN PSAP in an AIN based E9-1-1 service architecture. This GR also includes changes to separate the determination of Calling Station Number for selective routing purposes (when explicit location information is not available), from the determination of what Calling Party information should be delivered to the PSAP.

    Additional minor changes have been included to make this document more consistent with GR-2956, and also to separate the requirements for Selective and Fixed Transfer transfer codes from the feature processing for speed dialing that may also be used by administrative lines.

    This GR also includes one or more Issue List Reports (ILRs) that details open or closed technical issues in the main document. The ILR(s) are automatically sent free of charge to the GR document purchaser.
