    ABSTRACT: Issue 4 of GR-3017, Generic Requirements for an AIN-Based Implementation of E9-1-1 Service, replaces Issue 3.

    This document provides generic requirements to support an AIN-based architecture for E9-1-1 Service. These requirements are intended to propose a mechanism for using intelligent network concepts and functionality to support current and future E9-1-1 Service needs and capabilities, taking into account the technological and regulatory changes impacting today's Emergency Service Networks.

    The generic requirements in this document address end office and tandem switch requirements, including the definition of SSP functionality required to support the processing of wireline and wireless E9-1-1 calls in an AIN environment. In an AIN environment, a 9-1-1 call must either originate at, or be routed to, a switching system that is equipped with SSP functionality so that a database can be accessed to determine how the call is to be routed. The SSP interfaces with the database or SCP via the SS7 network. This document describes the signaling requirements to support interactions between AIN SSPs and SCPs associated with processing E9-1-1 calls, as well as the interfaces between the network (i.e., the switch serving the PSAP) and the PSAP. Requirements supporting the transfer of Emergency Calls are also provided.

    In addition, this document addresses requirements on the AIN SCP to support the Selective Routing and ALI functions, and describes the interfaces that allow the SCP to receive ALI queries from PSAPs, and to obtain location and other call related information from elements within wireline and wireless networks.

    The generic requirements in this document describe generic E9-1-1 Service functionality, and are not intended to describe supplier-specific implementations of E9-1-1 Service capabilities. Implementation of these generic requirements may provide additional capabilities that are beyond the scope of this document. These additional capabilities are not discussed in this document.

    Issue 4 of GR-3017-CORE reflects the evolution of industry standards related to the signaling of information related to wireless 9-1-1 call setup from noninitialized mobile stations, and clarifies the SS7 message priority associated with TCAP messages related to 9-1-1 calls.
