    ABSTRACT: Competition for telecommunications services remains high. The technological base for telecommunications is moving away from traditional Time Division Multiplexing (TDM) switching systems and toward alternative technologies such as data networks based on Internet Protocol (IP) and packet network technologies. Both fixed line and mobile networks are migrating towards the IP Multimedia Subsystem (IMS) framework. These IP-based networks have become technically competitive, cost-effective alternatives to traditional circuit-switching-based solutions. This GR addresses the need for accounting management standards by providing generic requirements and guidelines for generating meaningful usage measurements for NGN IMS elements that must interact with the existing network fabric of the Public Switched Telephone Network (PSTN).

    The purpose of the NGN accounting management generic requirements and guidelines is to define the network capabilities required to produce data about the services used by an end customer or another carrier. This includes the guidelines to provide the data in a form that enables a BMS to configure usage data for processing by telecommunications carrier business systems that support billing and other applications such as fraud and performance management. The scope includes the description of basic functionality needed to generate, process, and output the data describing network usage, and to deliver that usage data to downstream systems.

    This document focuses on the accounting functionality for NGN IP-based networks being implemented by traditional wireline service providers. The core of this document describes the accounting functionality to be provided within network components. The appendix to this document describes how the accounting data provided by the network components will be interpreted within the Billing Domain. In particular, Appendix A of this document provides guidelines describing how the Third Generation Partnership Project (3GPP) ASN.1-encoded Charging Data Records (CDRs) are mapped to Automatic Message Accounting (AMA) records in the Billing AMA Format (BAF).

    What's New in Issue 7

    GR-3058 has been completely rewritten to adopt the NGN Charging and Accounting Architecture defined by Third Generation Partnership Project (3GPP) and to utilize industry standard terminology. More specifically, GR-3058 has been aligned with 3GPP Charging Principles, International Telecommunication Union-Telecommunication (ITU-T) NGN Charging and Accounting Framework Architecture, and IETF Diameter Accounting protocol.

    Issue 7 of GR-3058, Next Generation Networks (NGN) Accounting Management Generic Requirements, replaces Issue 6.
