ABSTRACT: Issue 1 contains the view of Telcordia on the requirements applicable to the Real-Time Rating System (RTRS) of an Operator Services
System (OSS) needed to perform timing and rating functions for certain types of operator services calls. The required functions of
the RTRS of the OSS, system architecture, system capabilities, and system consideration (i.e., call rating parameters and rate
schedules) are provided. The requirements applicable to the Call Rater (CORA), a subsystem of the RTRS used to perform call rating, are
also included, along with RTRS performance requirements and administrative measurements.
Functions of the Core System, Detection Subsystem, Announcement Subsystem and the Operator Subsystem and its interactions with the
RTRS or CORA are also described.
Supplement 1 contains the view of Telcordia on generic requirements for the interface to an external Real-Time Rating System (RTRS).
This interface is used to unbundle real-time rating functionality from the OSS. While the focus of the document is on OSS access of
the RTRS, any system following this interface could potentially access the RTRS. The interface supports real-time rating for the
following types of services: Traditional Coin, Intelligent Public Access Platform, Busy Line Verification/Interrupt, Directory
Assistance, Directory Assistance Call Completion, Rate Quotation Time and Charges, and Notify.
Bulletin 1 alerts the industry to the importance of contacting the appropriate customer or potential customer prior to using the
real-time rating requirements in either TR-NWT-001164 or its Supplement. The base TR is outdated in several areas, particularly table
formats and structures. In addition, some clients are considering changes to the requirements for an interface to an external RTRS
related to the use of Signaling System No. 7 (SS7) Transaction Capabilities Application Part (TCAP) instead of (or in addition to)
X.25 for the interface. The SS7 option is discussed in Supplement 1, but detailed requirements for that option are not provided.
